can't run any programs or system restore
Every time I try to run anything I get the message "Do you want to run or save this file"

Can't access System Restore. I get the same message.
Can't run Malwarebytes. I get the same message.
Can't get into Firefox.
Can't download Hijack This as I get the same message.
I go to Computer and Properties. Same message.

At my wits end. Going into Safe Mode and last good configuration. Didn't help.

C:\windows\system32\restore\rstrui.exe. I got the same message.

Can someone guide me into the registry and remove this messsage? I won't go in there alone.
Can't get into Regedit.
cmd prompt perhaps?

I did download Microsoft Office 2007 from Vuze but I've deleated it. Dont know if that's what caused this.

I have Windows Vista Ultimate SP2 installed. I've been using Vista since January and never had any problems.

Any help would be greatly appreciated but I have to get some sleep right now. I've been at this for quite a while now.

I did get to run a full scan on Windows Defenfer and, after one hour and 6 minutes it said my computer was running ok.

I can't get into any other programs.

Finally got a System Restore using my installation disk. All is well.[size="2"][/size][color="#FF0000"][/color]

Still, I'm wondering what caused this to happen so I can avoid this occuring again. Also, yesterday was my only system restore point even though I have 8 MB dedictated to this task.

8MB is not near enough for system restore points, you may have had a typo and meant 8GB.
